Hello, my Sister and her children are living in a Condo with a Community Center/Pool
but she just found out the landlord is 2 months behind in HOA dues. Can she and
her children be refused use of these amenities?

I agree that you cannot use them if the landlord does not pay.

Has the HOA told you that her cannot use them?

That sucks... I would tell the landlord that she is breaking the leasing contract as well.
