Our firm is in California. Management is going to lay-off 3 to 4 secretaries to reduce costs.
However, they then want to hire a lower level clerical type person at a reduced salary.
In the meantime, they have also decided to give raises to attorneys (this is obviously a law firm, but not labor law) in a particular division of the firm to stimulate their productivity and potentially increase their work load.
This sounds a bit odd to me, but what I would like to know is if it is proper and legal.
