is it a violation of health regulation for a landlord to lease an apt to tenants where the primary interior paint coat is lead based? @ lease signing the landlord reviewed w/ tenants the strong possibiltity
that lead based paint may be present on all walls and ceilings.

No violation although the landlord was required to give tenants notice and an EPA approved brochure that the paint may be lead-based, due to the age of the property. www.hud.gov www.epa.gov
