What is the name of your state? Virginia

My case is pretty simple, my family came to United States in Nov, 1997 as refugees, we all aplied at the same time for a Green Card and now three our of four members of family have it. However, one does not...they have been delaying her Permanent Green Card for about two years now and every time we go to check what's going on they give her a Temp. Green Card and tell her to wait. Now she also wants to apply for Social Security Disability, but cannot because she has been in US for more then 7 years and is not a citizen yet. But she cannot get her citizenship unless she has a Permanent Green Card, right?

Can she apply for citizenship even though she does not have a Perm. Green Card yet?

Is there a faster special process for these kind of cases such as her when applying for a citizenship?

Thank you
