OK. I have a serious question...

In California.... you get to CHOOSE which public defender represents you? Isn't public defender another name for "court appointed attorney"? Where I'm from, there are certain attorneys that the city has on retainer as public defenders, indigent counsel, whatever term ya want to use. Then, when they have an indigent defendant, they appoint one of those attorneys as counsel. There is no pick and choose on the Defendant's part. You get who they give you.

Is it different in California?

You're right, BLCM. I was going to comment on Son-of-Slam's response because he doesn't know anything about California law, but I decided earlier not to because it just wasn't worth my time.

However, since you've asked, an indigent defendant doesn't "get his/her choice" and doesn't get to "test" anything about their assigned attorney. The court appoints the attorney from the criminal defense attorney list, and that attorney is "it". There's no testing or changing, or anything else. If a defendant doesn't like the assigned attorney, then that's tough crap.

All we have is that "the boat capsized and the multiple anchor chains that were on the deck of the boat entangled the guest and the guest drowned."

For all we know, they were on a pleasure cruise, and not the commission of a crime, and THEN someone was killed. Our writer makes it out to be an "accident", but gives no information about "why" the detective is charging the friend with the guests' death.
