You can try to negotiate almost all fees charged by a dealership.

The dealership may or may not be willing or able to lower or eliminate all fees but the manufacturers delivery fee on a used car could be one they drop, since that was paid at least once already when the car was sold new.

I know President Biden has been working to get companies to eliminate “junk” fees to lower costs for consumers. This might be one that is considered junk.

A dealer can charge whatever they want. You can choose not to pay the fee by giving your business to a different dealership or by negotiating with the dealer for a lower price and being willing to walk away if they don't agree. This is not a matter of law.

Well, some dealer fees are a matter of law and will be a required charge for a vehicle sale (e.g., some state taxes). These fees are nonnegotiable.

Well yes, of course state taxes are non negotiable. I wasn't considering those to be a "dealer fee".

It can be a dealer fee when it is a service offered by the dealer. Others are state required registration and title fees. Plate fees cannot exceed $5. Document and processing costs are legitimate fees but New York law caps these fees at $175 - with some dealers charging less than the maximum allowable under the law. If the dealer charges $175, there can be room for negotiation.

The bottom line is that a car buyer needs to get from the dealer a detailed list of all fees and what they are for, and also read carefully all of the words on the documents they are given before signing.
