Hello. Live in AZ. Neighbors are Canadian and they haven't trimmed their trees in 5 years. Hanging 8-10' over my fence. Can I legally cut down what is on my side? TIA.

Generally speaking, yes you can trim it (at your cost). However, if your trimming damages/kills their tree, then there will be an issue.
Of course, with them being Canadian and all...who knows how they'll react.
