What is the name of your state (only U.S. law)? California AND Arizona

Background info...Husband in Military stationed in Arizona, became physically abusive (had been verbally and emotionally abusive for months prior) to wife after extensively misusing prescription drugs (and some he bought in Mexico)and alcohol, etc. Wife took children and went to Southern California, but kept in touch with husband (legal separation/divorce discussed). He overdosed and ended up in psych ward and was sent to San Diego California and put in re-hab for 30 days. Husband and wife still somewhat communicating and wife took the children to visit their Dad. Husband is still in out patient therapy and staying off and on in California and keeps the children for a few days at a time. He is one day "normal acting" and later completely irrational and seems to be "out of his mind". Husband picked up children from wife for 2 day visit and instead flew them to the East Coast and called wife to say he would be back in 2 weeks, but might leave the kids with his family. His family members think he is "on" something...steroids maybe...they told wife he is acting very strange and has frequent mood swings. Family talked him in to taking children back with him to California....they are arriving tomorrow night. Today husband told wife that he filed 'papers' for divorce, custody, etc by FAX (from the east coast to Arizona) and wife would be served tomorrow, preventing her from taking the kids out of ARIZONA (he says he will take kids there and leave them in daycare and drive back and forth 3 hours each way for therapy.....remember, he is flying in to San Diego California and is doing therapy there and also has asked for a permanant transfer to San Diego military base....wife is also living in that area now. More than likely everything he has said is a lie, but just in case, wife wants to be at the airport to try to get the kids before they are taken out of California.
My question is, can the San Diego Police dept be called to provide an escort for her to get the kids because she is afraid there will be an abusive situation if husband is confronted, or should military be notified. Who can wife contact to help prevent husband from taking kids to Arizona, just to leave them with strangers? Like I said, with husbands mood swings, he may be perfectly sweet and logical and cooperative when he gets off the plane and hand the kids over to wife ( he hasn't yet told her what flight number or airline, though) or he may be a raging lunatic.

How long have mom and the kids lived in California?

Quite frankly, if I had been mom I would have urged the east coast relatives to keep the children there and then would have flown to the east coast to collect them after dad returned to the west coast.

However, its apparently too late for that, so now its down to jurisdiction, and jurisdiction depends on how long mom and the children have lived in CA.

Wife and kids have been in California for about 2 months, but have also gone back to Arizona during times the husband was in California. Husband apparently lied to wife and had planned to stay back east 2 weeks and DID have round trip tickets for the kids to come back with him all along.
Husband told wife today that he and the kids were flying in to San Diego, but told his Commander he was flying in to Arizona.....so wife really has no idea what the truth is. Wife just doesn't want to be prevented from taking the kids out of Arizona. I guess all legal matters will have to be done in Arizona...Anyone know where wife can get help in Yuma free or low cost???
