Do you plan to make money off this venture? If so, how are you going to make your money from this? And in what states will you be offering this service? Just PA, or all states, or what? There is more involved to this than I think you may realize. In particular, in addition to any licensing concern, you may be required to collect sales tax in one or more states for the sales on your site as a marketplace facilitator (that's the term used in my state) and remit those collected taxes to the states. There are income tax and self-employment tax (Social Security and Medicare taxes for self employed persons) considerations here, too, if you are making money off this. I think you may benefit from sitting down with a tax attorney, CPA, or other tax professional familiar with online sales and auctions for some advice to ensure you don't find yourself in tax trouble down the road.
