New owner assuming sewer construction balance

What is the name of your state (only U.S. law)? Washington.

I bought a house 2 years ago. My sewer bill is high (about $70 a month). I found out half of this goes to construction and finance costs towards the sewer, of which I started out with around a $5,000 balance. There is a 6.00% APR on the balance. The website for the county says this needs to be disclosed to the new owner.

I do not remember it ever being disclosed to me, and now I'm stuck with the bill. Did they need to disclose it in writing? What can I do?
