Only PO Box address

I want to send my LL a written letter with all my requests, but they only provide a PO box number and a fax machine.

Will the PO address work the same if I send the letter certified return receipt?

Yes. The post office will put a tag in their po box which tells them to pick up the letter at the counter and sign for it. If they don't pick it up within a certain time frame, the post office will mail the entire thing back to you unopened.
