What is the name of your state?california,,,is there anyway a inmate can get a patnerity test to prove he is the dad so that he could get to see his daughter?

Yeah -- by obtaining legal counsel.

He may be able to get a paternity test....but don't count on a judge ordering a child to visit him in prison. My observations have been that most judges won't do that.
