What is the name of your state (only U.S. law)? nj

My husband just received papers from child support enforcement today. He's a tad bit upset about why he received it. He didn't know up until now that the mother received TANF and they want their money back along with arrears for support...(He knows he is behind)... My question is what will happend to him now? will he have to pay it all back at once? and what time frame?

He needs to call and find out if he can make a payment plan.

Your husband is upset that his EX did not inform him that his child/ren are on state aid? That is rich. Does he realize that if he was not delinquent with his child support, his children probably wouldn't need to be on welfare in the first place?
