Also, we planned to give her a choice of drug rehabilitation, she won't go if she's not in trouble if she doesn't though. She's not your average woman. Please don't assume you know.

Your original question was answered. You asked if a photo of the crack pipe was enough to get a search warrant, and the answer to that was "no."

You will have to get more deeply involved if you wish the police to compel a search or conduct more than a cursory investigation. Even if they do get involved, no immediate action may be apparent.
