I finally got my loud neighbor below me quiet. Thanks for all of you who helped and encouraged me. Over a period of a year, I kept a calendar with every time the neighbor (a DJ who plays in bars) would play too loud, even at 2am. That and your info plus my calling LAPD to see what I can do, the building manager told him he has to lower his sound, both TV and his DJ machine.
It wasn't a great year, and I feel like I should sue him for stress, but what the heck... it's quiet now and he grits his face when he passes me.
