What is the name of your state? Texas

When an arrest is made, do the arresting officers always turn in the videotape? Or do they only do that with certain charges?

You would have to contact the agency involved and ask for their policy. I suspect that all tapes are saved for a specified amount of time whether used for court or not ... provided there IS a tape. Not every contact is taped - even in TX where most cars seem to have cameras.
