What is the name of your state (only U.S. law)? Illinois
I believe I have a case but don't know which way to proceed. My mother, two sisters and nephew were all murdered. The person who committed this violent act was caught but couldn't be convicted due to the improper handling of the the investigation. Its been 32 years with no closure but a lot of questions. My question is do I have a case against the city of Chicago and the States attorney for handling this case wrong, or should I just forget about it?

I'm sorry for your loss, but the time to do anything about that has long expired.

Even if this was timely, you generally don't have the right to have someone prosecuted, so you have no cause of action against the city/police/prosecutor whatever that they failed to be able to prosecute anyhow.
