What is the name of your state? RI

My company wishes to hire a consultant from Italy to come work in the U.S. for a period of 7 days. Is a work visa required or is she exempt because the time frame is under 9 days?

What if we were not paying her a wage, but simply reimbursing her expenses?

Where does the "less than 9 days" rule come into play...is that only for universities and non-profit research institutions?
