Help!

I am actually asking this question for a friend of mine who lives in LA and the father of her child resides here in CA.
The child is almost 15 years old and the father hasn't really done much for her all of her life by way of support or being there for her. Recently, because he is getting married, he is now asking that he have the girl and raise her. The child doesn't want to go. What can she do or what will/can happen if she doesn't comply. There isn't a court order.

If there are no orders in place, the child does not have to go. However if the father of the child petitions the court for custody, which he won't get, he may be given visitation. Once it has been ordered, the child must go or the mother will face contempt of court charges.

thanks so very much! If he petitions the court, would he have to file where she lives or would he do it here and then she would have to come here? The child does come out for a couple of weeks in the summer...for the last couple of summers.

1. Was paternity ever legally established via DNA test or signing the AOP?

No he hasn't ever asked for paternity tests as she is his TWIN...although I know that never stops them....hahhaa
