What is the name of your state? Illinois

I bought a dvd set online at the beginning of November, 2006. I have not yet received it. I have sent many emails inquiring where my purchase is. I called the number provided on the website, but it would ring for more than a minute then a recorded message would say that the number I was trying to reach was not picking up. Obviously.

Their address says that they are based in Toronto. They had a mailing address. I didn't yet try that, emailing and calling seemed to be faster. I have filed a claim with Paypal, they ruled in my favor but they were unable to recover my funds.

The only emails I received from them in the beginning was one asking for payment. Then after 5 more emails from me after several weeks, they wrote back saying that my address wasn't confirmed by Paypal. A week ago or so, after yet more emails from me, they claimed they were going to send my dvd immediately. Nothing happened. After saying yet again that I would seek legal action, they wrote back saying that Paypal has refunded my money which is not true.

I don't know what to do now. Granted it's not a great amount of money in the scheme of things, but it is a lot to me. And if this website is doing this to more people then I want them to be stopped.

Please, let me know what further steps I can take. Thank you. What is the name of your state? What is the name of your state?

If you paid by credit card, dispute the charge.
If you paid with PayPal 'money', file a complaint with them (I don't know what you mean by "they were unable to recover my funds." Why??).
Otherwise, chalk it up as a life lesson learned... don't buy anything on the internet... especially if they are not in your state or country.

OP filed a claim with Paypal, who ruled in OP's favor, but no money was in seller's account to pay back OP. That's what all that paypal stuff was about.

As JetX stated, if you paid thru paypal using a credit card, contact your credit card company, and state that product was not recieved. They can take it from there.
Check with www.ripoffreport.com and see if there are others with your same problem with this company.

You can also do a whois search on the website and find out who actually owns the site and try contacting the company that way. I know when I have had problems getting a product delivered, and I contacted the company thru the contact for the website, I have had success.
