If an employee works in Connecticut, but the employer's office (only office) is in New York, would the state law of Connecticut or New York apply to determine what fringe benefits the employee is entitled to?What is the name of your state?

The state you work in dictates what wage and hour laws you go by.

And neither NY nor Connecticut require that the employer offer ANY "fringe benefits". NY does require the employer to secure Disability Insurance coverage for its employees, for which a small deduction may be made. But, if you're talking about medical insurance, retirement plans, vacation, sick time, holidays, etc., there is no law to offer them at all. Now, if certain "fringe benefits" ARE offered, such as medical insurance, then all employees who meet the eligibility requirements must be offered the benefit.
