Which agency, if any, are non-profit groups such as the YMCA accountable to in terms of Policy and Procedures for employees and volunteers working with young children ages 10 months to 10 years ?

Which agency, if any, do non profit groups such as the YMCA direct parents/members to if parents/members are concerned about the safety of the children under the care of such groups ?

They have financial accountability on the federal level, as they are tax-exempt.

Other than that, they are the same as a business - subject to Health & Safety codes.

I have concerns over our local YMCA hiring teenagers to supervise young children ages 10months to ten years without an adult employee present.
Supervision of these children is up to 2 hours at a time with up to 15 children at a time in an unstructured setting.

It is not called "day care" or "child-care" or "after-school care"
It is promoted as "babysitting".
Is this type of setting accountable to social services and other child welfare agencies as a "child-care" business would be ?

If they are not monitored by these agencies, where to parents go to complain about unsatisfactory supervision of the children when the "top" boss of the organization dismisses such concerns. ?
