Transcripts withheld due to money owed

What is the name of your state? Louisiana
A private school is refusing to give me a copy of my children's transcripts because I am unable to pay the full amount that I owe them. I fully intend to pay them in full but the balance is $11,000+ and I need to pay that out over time. The problem is my twins are Juniors and I need their transcripts to apply for scholarships and even for them to graduate. We moved to Texas and without the transcripts they are classified as Sophmores. I have asked the school to apply all of my payments to the fees incurred for these two children and to send me their transcripts. The school has not even replied. I don't think they can do this legally. I have heard of an incident where a student sued this same school for his transcripts but this is hearsay since I don't know where or how to look it up.
