What is the name of your state? Texas.

I purchased a PC on ebay. However the seller did not send the PC. I paid $1225.00 for it. I have managed to get back $500 little by little. But it's getting harder to get the remaining.

The seller is in Newyork. How can I file a case in small courts?

Gather up all your information and then go to the nearest courthouse to the seller. File your small claims lawsuit then serve the seller. Go home and wait till the case comes up than go back to New York and present your evidence. If you win, you will be granted a judgment. It will then be up to you to collect on the judgment, the court will not do it for you. BTW, your travel expenses to New York will be on your dime. Good luck, you will need it.

What do you mean by, I will have to collect and the court will do nothing? What's the point in making a judgment then? What if the seller refuses to pay me even after the judgment?

You can garnish wages, levy bank accounts, seize personal property. Of course trying to do all this while living in Texas and the debtor living in New York would likely cost you a whole lot more than the judgment. You would also likely find out why 90% of all personal judgments are never paid in full and about half never collect anything.

Sounds like he dragged out the thing so you can't recover. Hate to tell you but you're probably out the money unless he turns honest all of a sudden.

What's the guys feedback show? Did you research him? Did you use paypal or send a money order? Bad practice unless he's got a lot of positives for similar sales.
