I purchased a TV from Costco.com back in December of '06 and the return policy at that time was as follows:

If you are dissatisfied with your purchase, simply return it at any one of our Costco warehouses worldwide for a refund (including shipping and handling).

If you are unable to return your order at one of our warehouses, please email [email protected] or call our customer service center at 1-800-955-2292 for assistance.

To expedite the processing of your return, please reference your order number.
I'm having some issues with the TV and I would like to return it but they have a new return policy now.

Costco.com products can be returned to any of our more than 400 Costco warehouses worldwide.

THE RETURN POLICY FOR TELEVISIONS, COMPUTERS, CAMERAS, CAMCORDERS, IPODS / MP3S, AND CELLULAR PHONES IS 90 DAYS FROM DATE OF PURCHASE.
Manufacturer's warranty service is available on all electronics products. See manufacturer's warranty for specific coverage terms.

For COMPUTERS and TELEVISIONS, Costco extends the MANUFACTURER'S WARRANTY to two years from date of purchase. Please call Costco Concierge Technical Support @ 1-866-861-0450 for warranty assistance.

PLEASE RETAIN YOUR RECEIPT FOR PROOF OF WARRANTY ENTITLEMENT.
My question is do they have to honor the policy they had in place at the time I purchased the TV? The only reason I purchased the TV from Costco was because of that return policy. Thanks.

The new return policy does not apply to previously purchased electronics. The new policy is being phased in over a period of months. The return policy in effect at the time of purchase still applies. You must realize that if you exchange your current TV for a new TV, the new return policy will then be in effect.

Simply put, you have a contract with costco under the old policy. You're "grandfathered" in and they must honor the old policy.
