What is the name of your state? New Mexico
I have a question. My 17 year old child wants to have stepfathers last name before the age of 18.
My husband has been in our lives for 16 1/2 years and that is all my child has known.
The biological father denied it was his when I was 4 months pregnant.
His name isn't on the birth cert. Only my name is.
The birth father didn't pay any child support for 12 years and owe a back of $45,000.
My child wants to have a name change but not a full adoption until 18.
Can you do this?
Since the birthfather isn't on the birth cert...do I have to get permission for him to give up rights...even though I haven't seen him since I was 4 months pregnant. But is currently paying child support. What is the name of your state? What is the name of your state?

That's a completely unrealistic idea.
Read around to find out why -- your post indicates you have done no research.
