What is the name of your state? South Carolina
A twist on an old post. I gave back an auto in 2003. It was sold at auction and they attempted to collect the difference for a while. I finally recieved a letter stating that it was being reported to the IRS as unearned income under the credit reconcilliation act (?) as income and I paid tax's on it. As far as I know, it is over. If I paid tax's on the leftover money as income, I cannot fathom why people are still sending me collection letters. The sol ran out after 3 years so**************. I have just recieved a collection letter from a new company. I am guessing the best course of action is to ignore them? Any thoughts?

letter time?

I had to add this. Hubby just told me that he thinks I should send a C&S letter which states that #1 this debt was turned over by the original creditor to the IRS and therefore, they wasted their money buying the debt, #2, this debt is outside the 3 year SOL so #3, never contact me again. any thoughts on this or how I can get a copy of the original form?

You should be able to get a copy from the IRS if you've lost track of your copy.
The IRS does not keep records of most tax returns, the info is recorded and all forms are destroyed. The place to get a copy of the 1099C is from the original creditor.
