I enrolled in cosmetology school about a month ago. I paid my enrollment fee of $950 and discussed the fact that I chose that particular school for convenience because it was located about 3 miles from my home, and an equal distance from my job. One month later, the owner calls to inform me that she had been planning to relocate for some time, and that the school had actually moved 20 miles away from my home. This is a gross inconvenince for me b/c I would be attending school at night with classes ending at 10pm. The problem is, the enrollment form includes a contract stating that if I withdraw after a seven day period from the date the contract was signed, I will forfeit my enrollment fee which is the only thing I have paid thus far. If the contract was signed under false pretenses, is it still legally binding or am I entitled to a refund?

First, unless the contract mentions what happens in the event they move, there are no 'false pretenses'.... other than your assumption.
Read the contract and see what it says about cancellation.

The best you can do is to contact a local attorney and ask him to contact the school on your behalf and see if he can negotiate a settlement.

The contract says that int he event the school closes or a program is discontinued, tuition and fees will be refunded.

Anywhere in the contract, is there a guarantee that the school will not relocate or mention any penalties to the school (or withdrawal rights to you) if it does?

No, but does closing one location constitute a closing?? And if they change the name of the business after filing for bankruptcy, does that constitute closing??
