Grandparents visitatin form?

My mom works with a lady who has taken care of her grandchildren whenever their mother has been less than a parent. I dont know all of the story and I'm not going to make assume anything. These are things I have been told by my mom and also her friend.

1.) mother is addicted to drugs and liquor.
2.) mother is bypolar.

My moms friend and her daughter who is the mother of her 3 grandchildren has never been married and has depended on her mom a big part of the time. Now when the mother is on her bypolar meds she is a nice and decent person.

However most of the time she isn't on her meds and she is very mean to her mother and to her kids. The grandmother does not want to take the kids from her daughter she just wants to see them and make sure they are ok. The daughter told her mom if she comes anywhere near the children she will have her arrested.

The grandmother has asked me to help her find a form online or find out if she has any rights whats so ever.

Questions:

1.) Does she have any rights to her grandchildren
2.) where could I find such form to help her out.
3.) Could she go to jail for sending her grandchildren anything for their birthdays or for just checking to see if they are ok?

She has no automatic rights. She may have statutory standing to sue to attempt to get rights, but she has no automatic ones. Grandparent visitation suits are very hostile and very expensive. She should do her utmost to attempt to repair the relationship with her daughter before she even remotely thinks of going that route. If she sues and loses, she may never see her grandchildren again.

3.) Could she go to jail for sending her grandchildren anything for their birthdays or for just checking to see if they are ok?

Not unless there is a restraining order.

From what I have been told she has tried and tried to talk to her daughter, she sent her granddaughter a birthday gift and the daughter sent it back with a very hateful note. My moms friend is just really upset and besides herself she has always been apart of her grandchildrens lives and now she can't even talk to them.

Then she needs to back off for a couple of months and then try again. Seriously, she does not want to take the final and very serious step of filing for visitation rights unless she permanently has no hope of reconciliation. Its going to be horrifically expensive, and it will guarantee that her relationship with her daughter is permanently destroyed.....and if she loses, it guarantees that she will NEVER see her grandchildren again.
