What is the name of your state? Florida

This term was given to my husband by the probate attorney as something that will be filed in the event that they (his siblings, 5 in all) get a contract for the sale of their mother's home and not everyone agrees to sign the contract.

I'm going to keep searching/googling, but can anyone shed some light on what that actually means? My knowledge to this is now 3rd hand, but the way it was explained to me by my husband, that because 3 siblings out of 5 are providing the payment on the mortgage and a contract is received and those that aren't agreeing or providing, a "Complaint of Partisan" can be filed.

When googling, political stuff keeps coming up. Maybe I have the term incorrect.
