What is the name of your state? California

I purchased a Macbook on Ebay back in December from a new seller with 3 feedbacks.
We exchanged a few emails and she was local, lived only a few miles from my city, and sent her 970 dollars including Express Shipping. Item was supposed to arrive within a day, but it never did and she never responded to my emails. After one week I contacted Paypal and disputed the sale. Still, zero communication from seller. Christmas came and gone, and I had no gift, and was out almost one thousand dollars. After Paypal found the dispute in my favor, I was refunded 200 dollars, but that was the extent of the coverage, due to the seller being new. I am now planning on taking this person to Small Claims Court, since every email I send her gets a response of " You don't scare me, and you can't do anything about it"
I am pissed as hell. Paypal will not give me her address, and I had to pay a PI to track her down. Because she is young and is most likely a college student, there is no address for her expect in her home state of Texas. I sent a letter pleading for reason and help from her parents, its been a week with zero response.
I am done. Taking her to small claims, question is, can you ask for the fees in Small Claims that I paid the PI? What about the fees to get her served?
Thanks for any input.
Has anyone had any luck getting people's info from Paypal or Ebay? I can't believe that they would not assist me in finding her, knowing what took place. It only enables crooks to get away with theft an fraud. What is the name of your state?

Gosh darn right you can sue her for the fees! I am not an attourney, but a similar thing happened to friends I know and they got everything back that they had to spend money on to get that person in court. Good luck with everything.
