BMX bicycles in skateparks
Please help if you are knowledgeable about this subject, if not, thank you for your time.

I live in central Missouri were we have city funded, public skateparks. These skateparks post signs that say "bicycles prohibited". A few guys in Columbia, Mo got arrested for simply riding their bicycles in the skateparks. Since there are only a few riders around central Missouri, I don't believe there is a strong voice to support our sport at this time. I was wondering, what would happen if the sign would read "blacks prohibited"? I think the city would get slammed if you ask me.

Is there a possible civil rights issue here?

What if they had a sign saying "automobiles prohibited"? Do you think that would be legal? Of course it would. They can set any rules they want for their "skate" park.

Rather than thinking lawsuit, why don't you learn how organize and petition city hall? Write letters to the paper, get your friends to do so as well. Write the council members. Get all your friends to go to a city council meeting (along with their voting parents) and use the public input section. Make flyers stating your case. Start a web site, blog or facebook type pages stating your case.

One MAJOR problem with your theory is that being black is an immutable characteristic. Being a bike rider is not. ;)
