Is it possible to retrieve child support years after it was supposedly paid?

I am writing to inquire about the possibility of claiming child support payments made to the state of California, that were never received. At the very least, I am wondering if it is possible to obtain copies of the documentation of ordered child support and payments made.

To offer a short summary of the circumstances, my partner "Aly" was born in Los Angeles, CA in 1979. Aly's parents were legally married at the time of her birth, but divorced shortly thereafter. Child support was ordered to be paid by her father, while Aly lived in the primary care and custody of her mother. Child support payments were never received, and never pursued further by her mother. Additionally, over the years, contact with the father was entirely lost as mother and daughter moved about the country. In 2002, Aly's father died unexpectedly. In the process of trying to learn more about the father she never knew, Aly was informed by his close friends that child support payments had been made to the state of California for many years. She never received any of these child support payments.

Is there anywhere to go from here? Would the state of California maintain records of child support payments made and never distributed to the family? Is it even worth investigating at this point since so much time has passed, and reclaiming these payments may be unlikely? Any suggestions that you might have would be much appreciated.

was mom on any state assistance in all those years? food stamps? cash benefits? medi-Cal? MOM can contact Child Support Enforcement and request a payment history.

Aly was never the intended recipient. She wouldn't have received the CS. It's ordered to go to her custodial parent. Never to the child.
