Question: is CS calculation standard in IL or do they take in to account both parent's incomes?

I believe IL is a flat percentage of the NCPs income.

you can google for a CS calculator to run some numbers.
 
Do you know if it's gross income or do they factor in your expenses (rent, utilities, bills, etc.)?

No need to keep googling. It takes less than 2 seconds to google Illinois Child Support Enforcement, click on the link and then click on 'calculator'.

It's net income... but not the way you're thinking. The NCP is allowed certain deductions like required taxes, health insurance for the children, etc. But no one (in the legal world) is going to care one bit about rent, utilities, car payments, 401K investments, credit card bills or payments to great aunt matilda for her bingo money.
