Another Dog bite thread*Advice please

What is the name of your state (only U.S. law)? CAlifornia

I'm going to try and keep this short, I was bit by my neighbors dog in November. I went through their Home owners insurance and they were found liable. After submitting medical bills they have finally come to a settlement. My total medical bills came out to be $1,625 (this is including laser skin treatment to help fix the 3 inch scar that is left on my arm). They want to settle for $3500. Does this sound about right?

My other concern is for our shared fence which is part of their property. Its falling apart and before this happen we offered to pay half to get a new one but they didn't want to. He's patched it up but even then the dog (I have no idea what mix it is but its a huge dog) would stand on its feet and his head would go over the broken parts of the fence at the top. Is there anyway I can get there insurance to fix it?

I really don't know because I've never have done anything like this before or have been biten by a dog before. Everyone tells me this is their opening offer and that everything is negotiable.
