What is the name of your state (only U.S. law)? Georgia
I live in a subdivision which is zoned R-1. R-1 prohibits the placement of storage buildings in the front yard. Neigbor has his "back" yard completely fenced beginning at the back corners of the house running to the side property lines and then back to the rear line. Is anything forward of his fence line considered "front" yard"? He has placed a large metal utility shed to the side of his house which does not protrude past the front of the house. What is the name of your state (only U.S. law)?

Sounds like a "side yard" to me...

**A: what does your HOA docs reference as a front yard?

The county says they are in the process of hiring a code enforcement person and will look at this then. There is no HOA. Regardless of whether we can get the shed removed based on its placement in the "front yard", he is clearly in violation of placement of less than 10' from a side property line and we (surrounding neighbors) will pursue that avenue if the front yard angle doesn't work. If he has to move it inward, it will be on part of his driveway. This metal storage building is about 12' X 20' and has a garage type door.
