What is the name of your state (only U.S. law)? CA

Can someone please clarify this nturalization requirement stated below for me.

"Time as a Resident in District or State: Most people must live in the district or state where they apply for naturalization for at least 3 months."

I live in California for 20 years now and still live in this state. I am eligible for Naturalization in October. However, I am visiting my parents in the Philippines in October and I plan on applying for Naturalization in November.

Does the requirement stated above means that I cannot leave for my visit to the Philippines prior to applying for naturalization therefore I need to cancel my vacation. Or does it simply means that If I came from another state or district, that I must be a resident of my new state or district for at least 3 months prior to applying.

I would trully appreciate your advice.
