Basement Bathroom w/ No Permit

What is the name of your state (only U.S. law)? MO, in Unincorporated Saint Louis County.

My FIL died and left his house to his children with swinging reversioner trust (thks Tranquility!) interest, similar to a life estate. We discovered that there is now a 1/2 bathroom in the basement. First question is: How can we find if a permit was issued? The stepmother has filed TRO against the executor, so they can really ask. Second question is: If there is no permit what action(s) can be taken be the remaindermen to make sure that the house is compliant not only with the local ordinance, but also with the terms of my FIL's will?

I know this is odd, but family is family....

Question Too Stupid for and Answer?

I see that 90 people have looked at my post, but no responses. I wonder if I reposted and omitted the personal (family) information if I would get some helpful answers?

Thanks!

Ask at the county seat - they'll point you in the right direction. (Hint: Call and say you would like to add a room to your house and you need to find out where to pull permits)
