When someone receives a traffic ticket and up to the time of either a court apearance or the payment of the fine for that ticket, can that span of time be a form of being arrested or does the term 'arrest' mean only getting cuffed, booked and jailed? I am not really sure of what you are asking?

A citation CAN be a form of "arrest" depending on the offense and the context. But, the time between the citation date and the appearance date is not considered "in custody even if the citation might be considered an "arrest".

The definition of what an "arrest" is depends on the context as there are slightly differing definitions depending on what you are asking about.

Perhaps you can explain with a little more detail?
