It means that, if after your home has been damaged by something that is covered by your home insurance policy, and in the process of updating your home, your local law or ordinance requires that you update to code, your insurance policy will pay for those updates, up to the limits specified. Otherwise, without that coverage the cost to update your home while making the repairs/rebuilding, will be yours.
An example would be if your house has fuses, but code now requires circuit breakers, you would bear the entire cost of making the electrical updates, unless you purchase the coverage.
