What is the name of your state (only U.S. law)? North Dakota

Is it illegal for schools to not conduct safety drills once a month? What if it is a private school?

What is the issue? Was a child injured because they didn't know wht to do in an emergency?

If not, you can always remind the principal to go over an evacuation plan with the students, or even take your child to the school and talk about what to do in an emergency.

The principal did not conduct any safety drills for an entire year, until the last week, when one fire drill was done. (After we talked to her about it- not a lot of good at the end of the year). This year, she is now doing monthly fire drills but not doing any lockdowns, with knowledge that there is currently a man with a restraining order against the church connected to our school.

And? A man got a restraining order against the CHURCH? That has nothing to do with the school.

Thirty-two states have mandates that require schools to have safety plans in place, and No Child Left Behind (Title IV) has a requirement that schools have safety plans in place, to address fire, tornado, security and evacuation issues, with a minimum of 2 fire drills and 1 disaster drill per semester.

North Dakota, however, is one of only eighteen states that does not mandate a plan - although they suggest each school district has one in place. State law suggests that schools hold these safety drills at regular intervals.

If you are concerned about the lack of safety planning in your child's school or school district, you should bring your concerns to the attention of the School Board.
