What is the name of your state (only U.S. law)?

Purchased from a store based in Canada and did not receive items at all. She refuses to send refund or items and keeps giving me the run around. What actions can I take? I found out I am not the first person she has done this to. And wondering if there is anything we all can do or file against her as she also has dual citizenship.

You'll have to sue her up in Canada.

It was done via Paypal and the dispute time has passed as the run around was given till the dispute time expired.
