Is having no electricity and knowing of parental and child theft grounds for
calling DCF?

And if so, what responsibility does a school have when knowing this and other facts

I am asking on behalf of a concerned neighborhood. We have called DCF ourselves and gave the address but we did not know the names of the children.

When DCF responded and went to their house, the psycho father answered and said
that the people with the children had moved out and nobody was living there anymore.

Another neighbor is the school disciplinarian and knows the whole story and more than we all knew but said because they come in clean that nobody ever bothered to call.
