What is the name of your state (only U.S. law)? Texas

We are a 501(c)(3).

We are changing to Paid Time Off. We would be allowed to bank unused accrued hours at the end of the FY (with a cap on the hours) and we will be paid for them upon termination.

However, any currently accrued time is forfeited upon termination.

Is there any law that speaks to that issue?

Not in Texas. Texas law goes by the employer's policies.
