Life insurance stolen by "just a friend"

My father passed away last week and had an annuity investment account that he put most of his financial assets into. My mother is still living and still married to my father. In his will beneficiaries are the three children equally dividing estate. In the investment account he lists a woman outside of the family as 50% beneficiary and the three children equally dividing the other 50%. My mother is not mentioned. Does my mother have any recourse?
