What is the name of your state (only U.S. law)? Texas
An Eyewitness saw the Texas small town renter steal steal the Air Conditioner one & half weeks before moving out. His newly purchased home has an old AC that looks exactly like my missing one.

He said the ac was not working so he threw it in the trash after having lived there almost a year. Also several other things are missing.

Should I ask the local city police to fill out a report and proceed with a criminal investigation? In the Bible, thieves had to replace from 2 to 7 times what they stole. Does our legal system support this kind of righteousness? What is the name of your state (only U.S. law)?

File a police report and have him arrested.
Forget the Bible as you know, Obama said we are not a Christian nation any longer.

Our jails are overcrowded & inmates learn how to do worse.

Our jails are overcrowded & inmates learn how to do worse. Putting a burden on honest citizens to pay room & board plus expensive supervision will not be stimulus to our economy. Locking up criminals to learn from close associations with other criminals will not help them. Asking him to just give back the ac proves that crime pays every time you do not get caught, but does not cost anything when you do get caught.

Are there not any better alternatives?

You bleeding heart liberals make me want to puke!
Yes, there are alternatives. If you have a truck give him the keys, no sense having him have to lug around an AC without proper transportation.
You deserve to be robbed!

file the report then Let him be charged and make sure then you attend court and if you get the chance Tell the court rather than a fine or Jail time you want him to serve his sentence doing 1500 hours of community service over a 2 year stretch somewhere like a church soup kitchen , a HIV, meals program, a churches free clothing shelf, youth group park and rec programs for low income people, church run home painting programs for low income, habitat for humanity, or the maximum punishment your state would allow. You would get the chance to feel good about your self and your view too. If your not willing to ask the court to be creative then file police report and just plan on replacing the unit and suing the tenant for it ( you wont get much when its age is factored in) BTW when you do nothing maybe in the future your former tenant will come back when the house is empty and strip it for you ( cupboards, appliances, heating , hot water heater and every bit of copper they can get hands on)

File w Local Police or Constable? Get more evidence first?

File with the Local Police or Constable then recommending community service sounds like the best alternative. Can you give pros & cons for Police versus other law enforcement agencies? Should I get more evidence first? I heard of a theft where the defendant had exactly the same thing that was stolen minutes after he was seen at the scene of the crime. But those police officers in that location asked for memorized long serial numbers instead of just identifying the stolen objects.
