What is the name of your state (only U.S. law)? Montana

According to MT law, if there is no additional cleaning to be made, and no damages to a rental, the landlord must return the security deposit within 10 days.

If additional cleaning is required or damages that need repair, the security deposit is due within 30 days.

Montana Public Interest Research Group stated that they must provide a list of damages / additional cleaning within the 10 day period to be able to withhold the deposit until the 30 day mark. (MontPIRG no longer has information regarding Tenant Landlord Laws, even though MT state websites for housing information still point to thier website)

My question is, is this true, or do you just have to play the waiting game until the 30 day mark before taking action.

If NO deductions will be made, refund in 10 days. If ANY deductions, itemization of the deductions and remainder left for refund at 30 days.
