What is the name of your state (only U.S. law)? Wa

I have a friend that just found out that he was a father to a little girl about 3 month ago she was 10 month old then and now is 13 month old. He is paying childing support and doing everything the courts want him to do. Now the mother of the child is going to try and press charges against him for stagatory rape ( He was 25 and she was 17 when it happened now he is 27 and she is 19 ) because he wont sign over his rights to his daugther. Can she really press charges against him now after the state didnt charge him at all. Any by the way she had to have 5 guys altogether get dna testing just to find out who the father was. What can he do to fight this or is there nothing he can do. All he wants is to be in his daugthers life and be the best father he can be.

He can't just sign away his rights (unless he has been legally established as Dad, he doesn't have rights at all yet) but more importantly, the age of consent in WA is 16 (with a couple of exceptions which do not apply here).

No crime has occurred here (at least based solely upon what has been posted). Dad needs to establish paternity (if he hasn't already done so) and file for custody, visitation and child support.
