out of control 17 yr old, no help from 'the system'

Indiana. What can you do with a 17 year old who is constantly verbally abusive to her dad, to my 5 year old child... who does absolutely nothing... she has been expelled from 3 schools and per the principal's options, withdrawn last year from school instead of being expelled (bad idea we now find out) and so does not go to school or work and has not since November of 2008. She's agoraphobic, has threatened suicide, been physically abusive (police were called, finger wagging only action). And now, there is a police officer harrassing the father when it has been, for a while now, the daughter who is the problem. She was allowed to have some wine by her father and she decided to take the whole bottle and down it in less than an hour and then leave the house where she was met by a police officer since there was a typical yelling match between the two that always ensues when he asks her to clean (noise disturbance called in). She does not do any cleaning or dishes. Social worker says nothing can do. So father can't do anything but is being focused on by a particular officer. ??? Father's poor, on assistance, there isn't any money for a lawyer. You can't get her to see a counselor. Getting her to just go to a typical doctor's appt is like pulling teeth. The list goes on. So, what can you do??? Just be victimized until she's 18 in December???

Dad needs to step up and parent his child.

Harassing Dad how?

Dad shouldn't have given her the wine (though it doesn't excuse the behavior of his daughter)
