(though it's - unfortunately for you - a fairly easy answer...if the order is domesticated in WA they can and will garnish your wages. They can't touch your wife's wages by a garnishment but they can levy your joint accounts)

Yes, they can. Unfortunately your decree is not modifiable. Really, all we can do is encourage you strongly to consult with an attorney to see if there's anything at all you can do.
